Caught Between Great Powers: Oman’s Neutrality in the Saudi-Iran Rivalry

This article aims to explain the reason for Oman’s neutrality policy amid Saudi-Iran growing tension in region. The neutral stance from Oman raised some questions about their position as a part of members Gulf Cooperation Council (GCC) that, if following logic consequences, should take sides with Saudi, and put pressure on Iran due Saudi presence group. always promotes peace tends avoid confrontation when facing rivalry. By implementing explanative methods constructivism paradigm based norms tool analysis, supported secondary data, this found out that decision rivalry is largely being influenced by domestic norms, Ibadism, made them capable conflict region, case, Ibadism also drives promote because teaching four main ideas, namely tolerance, just rule, acceptance other, peaceful compromises. In end, norm decision-maker’s conception importance preserving stability then becomes an important explanation why breaks fellow GCC tend support decided follow policy.
